Dou’ Whistleblowing Policy

Introduction

Dou’ is committed to maintaining the highest standards of integrity, transparency, and accountability. To uphold these values, we encourage employees, volunteers, partners, and stakeholders to report any concerns related to misconduct, unethical behavior, corruption, financial mismanagement, discrimination, or other violations of legal or ethical standards.

This Whistleblowing Policy ensures that individuals can confidentially and securely report concerns without fear of retaliation.

Scope of the Policy

This policy applies to all individuals associated with Dou’, including:

  • Dou’ employees (full-time, part-time, and contractual staff).
  • Volunteers and interns.
  • Consultants, contractors, and service providers working with Dou’.
  • Beneficiaries of Dou’ programs and activities.
  • Partner organizations engaged in joint projects with Dou’.
What can be reported?

The following are examples of concerns that should be reported under this policy:

  • Fraud, Corruption, and Financial Mismanagement – Misuse of funds, embezzlement, falsification of financial records.
  • Unethical Conduct & Abuse of Power – Harassment, discrimination, exploitation, or abuse of authority.
  • Human Rights Violations – Any acts that infringe on the rights and dignity of individuals.
  • Conflict of Interest – Undisclosed relationships that could lead to biased decision-making.
  • Breach of Policies & Regulations – Violations of Dou’ ethical, legal, and governance policies.
  • Environmental & Safety Violations – Negligence in sustainability, safety, or security matters.
  • Retaliation Against Whistleblowers – Any attempts to silence or penalize those who report misconduct.
How to report a concern?

Dou’ provides multiple secure and confidential channels for reporting concerns:

  • Confidential Email: Send concerns to whistleblower@pal-dou.org with details of the issue.
  • Anonymous Reporting Form: Available on Dou’ official website, allowing whistleblowers to report without revealing their identity.
  • Direct Reporting to HR Officer: Individuals can report directly to Dou’s designated HR Officer.
  • Report Details: All reports should include as much detail as possible (nature of the concern, persons involved, supporting evidence, date, location, etc.).
Confidentiality and protection against retaliation
  • Anonymity – Whistleblowers can choose to remain anonymous, and all reports will be handled confidentially.
  • No Retaliation – Dou’ strictly prohibits retaliation against whistleblowers. Any form of retaliation, harassment, or discrimination against those who report concerns will be met with disciplinary action.
  • Fair Investigation – Reported concerns will be thoroughly, impartially, and fairly investigated.
  • Whistleblower Support – If required, whistleblowers may receive legal and psychological support.
Investigation process
  • Initial Review: The Ethics & Compliance Committee will assess the report's validity.
  • Confidential Investigation: An internal or external independent investigator will be assigned.
  • Findings & Recommendations: A report will be prepared with recommendations for action.
  • Corrective Action: Necessary steps will be taken, including disciplinary actions, policy reforms, or legal proceedings.
  • Follow-Up and Whistleblower Protection: Continuous support and updates will be provided to the whistleblower.
False reporting

While Dou’ encourages whistleblowing, false or malicious reports made with the intent to harm others will be subject to disciplinary action. Reports should be made in good faith and based on genuine concerns.

Accountability & Policy Review

This policy will be reviewed annually to ensure effectiveness and alignment with best practices and legal frameworks. Feedback from whistleblowers, staff, and external experts will be incorporated into revisions.

Dou’ believe in fostering a culture of integrity, accountability, and ethical responsibility. Whistleblowing is a crucial mechanism to ensure transparency and good governance, and we are committed to protecting those who raise concerns in good faith.
